Scrollbar speed

Good day
The scrollbar speed when clicking and dragging the scrollbar is slow. Normal scroll speed with mouse wheel works fine, the problem is only when you click the scrollbar and drag it up and down, it is slow. This is also only on the home page, the other pages operate normally. Do you know how I can fix this?
