Footer Section on Articles Pages

Can you please help me understand how I can implement a permanent section at the bottom of every article, like the SUGGESTIONS section at the bottom of this page?

As a suggestion, I would say that the best way to approach that feature would be creating a child theme, and in footer.php check if the current page is an article.
