Cannot remove prefooter "Flatbase, the perfect WordPress theme……buy now"

I do the same as below but still there
That’s called “call to action” and can be customized by going to Theme Options > Design & Styles > Call to action.

Thank you for reaching out to us. I hope you’re doing well.
Would you please share a screenshot or describe which section you are referring to? In the footer there’s also that text in the footer widget areas. So it might be that one you’re referring to.

Unfortunately, I can’t see the image you shared. Can you please go to “Appearance > Widgets” and see if removing the text widget on the third footer widgets area makes it?
