2. I have purchased Express Install Theme
3. The vendor says he is unable to fulfil my request and cancelled.

what shall I do?

I have a current website and requested for Flatbase to be installed on a page instead of deleting my entire website. Vendor says it cannot be done. Is that true? is there someone else who can do the job?

Where did you buy the theme? We don’t offer any installation service and we only sell our themes on ThemeForest. Flatbase is a WordPress theme, hence it can only be installed on a WordPress website.

Yes I bought it on Envato, and also purchased the Express Installation Service.

Actually it is envato the one who is selling the installation service. We only sell the theme there. Are they giving you any reason why they are refusing to provide the service they sold you? I’m deeply sorry but it seems that you will need to contact their support to resolve the installation problem.
