Custom CSS editor has disappeared

I recently updated to flatbase 1.0.8, framework 1.1.5, WP 4.5.2 and the screen where I can usually edit custom.css and other php files has disappeared. I can no longer do custom editing of the site from within the dashboard. Is this intentional? If so, how can I restore it? Thanks.

Never mind, I accidentally added this to wp-config.php:
define(‘DISALLOW_FILE_EDIT’, true);
