Infobox "Open in a new window/tab" not working

When clicking the Infobox on the home page, it is opening the page in the same tab as the Home page. I have the checkbox enabled to open it in a new tab, but this does not appear to be working. I have checked this in Edge and Chrome. We disabled all of the plugins, but the issue persists.
